SEMARANG (SUARABARU.ID)– Kemendagri baru-baru ini merilis penyerapan dana penanganan covid-19, yang bersumber dari Dana Alokasi Umum (DAU). Yang mengagetkan, di Jawa Tengah penyerapannya ternyata sangat rendah.
Dari pagu Rp 164,62 miliar, baru terserap 0,15 persen atau urutan terendah kedua se-Indonesia setelah Sulawesi Tengah. Namun Gubernur Jateng, Ganjar Pranowo mengklaim, sudah mencapai 17,28 persen.
Terhadap kondisi itu, Wakil Ketua Komisi C DPRD Jateng, Sriyanto Saputro, mengaku sangat menyesalkan. Pihaknya meminta kepada Gubernur, untuk melakukan evaluasi atas kinerja jajarannya, guna melakukan percepatan.

”Sangat disayangkan, di saat rakyat menjerit didera pandemi, pemerintah pusat pun sudah mengalokasikan anggaran, namun penyerapannya ternyata sangat rendah,” Kata Sriyanto dalam keterangannya, Senin (26/7/2021).
Sekretaris DPD Gerindra Jateng itu menilai, kalaupun data yang disodorkan Gubernur itu benar, maka tetap saja serapan anggaran penanganan covid-19 di provinsi ini tergolong rendah. Berarti berada di urutan 16 di bawah Sumatera Barat.
”Tidak cukup sekadar saling bantah, namun apa pun yang disampaikan Kemendagri itu untuk evaluasi dan introspeksi kita guna perbaikan,” terang dia.

Di tahun 2020 saat awal pandemi, rendahnya penyerapan anggaran masih bisa dimaklumi, karena masih gagap dan banyak tumpang tindih kebijakan antara pusat dan daerah. Namun untuk tahun 2021 mestinya lebih siap, sehingga tidak ada alasan kesulitan dalam penyerapan anggaran.
Menurut Sriyanto, evaluasi yang dilakukan Pemrov Jateng harus komprehensif, karena sumber anggaran penanganan covid-19 tidak hanya dari APBN saja, namun juga dari APBD. Tahun lalu misalnya, telah dilakukan refocusing yang diplot untuk penanganan corona lewat Belanja Tak Terduga (BTT) yang mencapai Rp 1,837 triliun.
Namun sangat disayangkan, hingga akhir tahun anggaran 2020, alokasi untuk penanganan dampak ekonomi sebesar Rp 96,40 miliar, hanya terserap Rp 69,25 miliar atau 71,83 persen.

”Ini kan aneh, sejak adanya pandemi rakyat banyak terdampak dari sisi ekonomi, namun penyerapannya justru tidak maksimal,” tegas Sriyanto.
Di sisi lain, Sriyanto juga menyoroti banyaknya keluhan dari berbagai daerah, tentang pencairan dana insentif tenaga kesehatan yang tersendat. Di Jateng sendiri, hingga per 22 Juli 2021, dana insentif tenaga kesehatan yang bersumbe dari DAU sebesar Rp 60,165 miliar baru terserap Rp 39,895 miliar atau 66,31 persen.
”Insentif itu adalah hak para nakes dan para relawan, yang telah bekerja keras tanpa kenal lelah, bahkan bertaruh nyawa. Maka pencairan insentif nakes harus diprioritaskan,” tukasnya. Karena itu dia minta Gubernur, untuk memacu Kabupaten/Kota yang masih lamban dalam pencairan insentif ini.

Prinsipnya, DPRD Jateng mendukung upaya untuk penenaganan covid-19, namun yang terpenting setelah anggaran diplot, maka penyerapannya harus maksimal dan tepat sasaran.
